The November meeting was held Wednesday, November 5 at the Fire Service 
Institute.  Here are important notes from that meeting and other news.

ATTENDING

SIMULATE EMERGENCY TEST (SET) SCHEDULED FOR DECEMBER 13
Mark your calendars - our 2003 SET is scheduled for Saturday, December 13 
between 11:00 a.m. and 3:00 p.m.  This exercise will be run with both Champaign 
County ESDA and the Illini Prairie Chapter of the Red Cross. This will be the 
first exercise that we will conduct with both agencies, and I hope that as many 
as possible will be able to participate.

GROUP ORDER FOR ARES VESTS
I will be placing a group order for the ARRL ARES orange safety vests on November 
12.  These vests have "Amateur Radio Communications" on one side, and are made of 
a cloth mesh material. If you would like to see what they look like, you can check 
them out at www.barkerspecialty.com/arrl.   The vest are $9.95 ea, $13.95 if you 
would like your call sign on the front.  So far I have orders for 8 vests.  If 
you would like to order one, let me know NO LATER THAN Tuesday, November 11. Be 
sure to indicate if you want one with or without your call sign.

SYNTON RADIO CLUB
Synton, the University of Illinois radio club, is open to all staff and students 
at the UI. There are no dues, but you must be a member to utilize the club
equipment (HF, VHF/UHF). The club holds meetings once a week.  If you are 
interested in joining Synton, contact Debbie Fligor for more information,

ANOTHER REMINDER - DOCUMENTS NOW AVAILABLE ON WEB SITE
The net script, check-in sheet, and other documents are available on our 
web site, www.wa9res.org. We now how a viewable directory of documents on 
the web.  Go to www.wa9res.org/documents to see the list.  The net check-in 
list was recently updated, so be you have downloaded the latest version.

NEXT MEETING
The next ARES meeting  on December 3 will be our official annual meeting. A 
meeting notice will be mailed out to all members.  The meeting will be held 
at 7:00 pm. at FSI.

Subject: ARES of Champaign County - Special QST- November 15, 2003
Status:   

Saturday, December 6 is the fifth annual SKYWARN Recognition Day. It will take 
place Saturday, from 0000 UTC to 2400 UTC (Friday, 1800 CST to Saturday 800 
CST). During the special event, Amateur Radio operators visit National Weather 
Service (NWS) offices and contact other operators around the world. The purpose 
of the event is twofold: to recognize Amateur Radio operators for the vital 
public service they perform during times of severe weather and to strengthen 
the bond between radio amateurs and their local NWS office. The event is 
cosponsored by the American Radio Relay League and the National Weather Service.  
In the past there has been a lot of activity on APRS as well as the phone bands.  
I have not heard whether or not there will be operations from ILX, but in the 
past few years there have been.


MARK YOUR CALENDARS FOR THE SATURDAY, DECEMBER 13 SET.  We are planning a joint 
exercise with the Red Cross and ESDA.  It will run start about 11:00 a.m. and 
end no later than 3:00 p.m.


The November issues of both QST and CQ Magazine have articles on the inclusion 
of emergency communications  with ICS (Incident Command System).   The CQ 
article reviews basic ICS, while the QST article (in the Public Service 
section) goes further to propose how amateur radio operations can be 
incorporated into the ICS structure.  A follow-up article will appear 
in the December issue.  Both November articles are well worth reading 
for all ARES/RACES members.
